Stability is a goal, yet the patch is marked as a 0.x to denote it isn't 
as stable as a 1.0 version. I need to know what REST resources others 
depend on.

If there needs to support several versions of the API, then there may be 
resources available for a 1.0 version resource, a 1.3 version resource, 
resource and a 2.0 version resource, yet I didn't want to require 
support of multiple versions until at least 1.0. As of patch level 
0.10.2, I have already implemented 'capabilities' in the same manner the 
sim has caps, which means the both programs that use SNOW-375 to talk 
back and forth don't need to implement a full set of SNOW-375 resource 
in order to use it.

SNOW-375 also overlaps into VWRAP, so there might be some resources 
compatible with VWRAP, yet there is no publish dictionary of VWRAP 
resources. Seems like SNOW-375 might actually be the only implementation 
of this portion of VWRAP functionality on the client side. The few 
resources implemented by others mainly only concern login between client 
and region, so there isn't a full set of resources defined. I went
