Current status of windows OTR

It works.  There are a couple things that have me suspicious of a 
bug.  But the crash I was seeing was because I had the wrong XML UI 
defs in my run directory.  Should have something on the libotr 
branch in a few days.  Day job slows down progress on important 
stuff.  Sigh.  Step after that is 'clean' the deltas / git history 
to get a patch that applies cleanly against main fork of Imprudence.
