With the vector skin (default on our wiki), hover the little downward triangle right next to the 'Read', 'Edit' and 'View History' tabs near the top. A menu will pop up where 'Watch' (or for already watched articles 'Unwatch') is one of the available entries.
Alternatively, you can go to
http://wiki.kokuaviewer.org/wiki/Special:Preferences > Appearance
to change the skin. Mediawiki's old default (previously also used on
Wikipedia) was MonoBook, I think. Now they use 'vector', too,
although probably in a different version (or with a different
configuration?), so that they get that nice little star for the
'Watch' toggle.
Cheers,
Boroondas
