[impdev] Google Code closing it's download service.

15th, 2014."

First github, now Google Code.  Running out of places to put our
downloads.  With the sorry mess our own server is in, perhaps we could
just move everything to SourceForge?  sigh

Though I do love the git tools on github, especially the network tool.
