[impdev] 1.4 beta

I think we can all agree it's about time 1.4 went into beta :)

Here's what I'd like to do as far as a release schedule, based on other
people's comments:

* Last Experimental release for 1.4 this weekend (Friday's my girlfriend's
brithday. Needless to say, I'll be AFK ;) ).

* 1.4 beta 1 sometime next week.

* Bug triage for 1.4 until we feel comfortable releasing it. This'd mean
releasing additional betas as needed, but trying for only one or two RCs.

* Merge multi-attachments/inv-links into a separate 1.4.5 branch.

* Release 1.4.5 experimental.

Thoughts? Sound good to everyone? This'd also mean Last Call for merging
features into 1.4.0 would be this month, so if you've got a particular Imp
itch you'd like to scratch, now'd be a good time to do it! :)
